CIVIL SERVICES AND IT’S ETHICAL VALUES


The foundation of civil services was laid down by britishers. It plays an important role in the socio-economic development of our country. Lord Cornwallis is known as father of indian civil services. He initiated reformative steps to clear the evils from the then existing civil services. Be it the increment of salaries, allowances, security of tenure and transfers or other things.

Indian civil services (IAS IPS IRS…) have gained tremendous changes after independence. Union Public Service Commission was entrusted with the selection of best talent existing in the country. The commission has given it syllabus for civil services in such a manner which has encompassed nearly all subjects touching our daily lives. The selected candidates no doubt are hard workers, intelligent and above all think about the present and future of our country.

My honest question is that even after spending so much money in the selection and training process of the civil servants why our country has not yet joined the category of developed nations. The answer lies in the “bureaucracy” and its corrupt character. The officer class is administered the oath of remaining away from corrupt behaviour in terms of nepotism, red tapism, rent seeking behaviour among others. Instead of eradicating corruption they do not only institutionalise it but constitutionise it.

The UPSC introduced in its syllabus a paper in general studies mains examination to give a conscious thought about this burning topic of the character of civil servants. The title of this paper is “ethics integrity and aptitude” and it is of 250 marks.

The future of the country depends upon the strong character of civil servants. For this they should be honest, transparent, hard worker and above all committed to the spirit of enonimity and constitutionalism. They are the active change agents and as a career bureaucrat they devote their entire life for this transformative work. The more strong the civil servants the more rapid growth the country will take enthusiastically.
