THE BUREAUCRACY, JUDICIARY EFFECTIVENESS OF FIVE YEAR PLANS IN INDIA

India had opted for the model of planning by imitating Russian model of economic development. The  planning process which witnesses the predomination of state in the planning process remained a key feature till the era of liberalization, privatization and globalization. The economic indicators grew to a substantial level through the planning process and procedure but the real credit for the realization of  plans goes to Executive and Judiciary, because they contributed in the implementation of plans considering the ground realities. One cannot imagine the success in planning without the implementation from judiciary and executive. The executive implements the plan with its efficient officers IAS, IPS, IFS and IRS officers and judiciary directed the executives to implement the plans at the earliest without infringement of any Fundamental Rights enshrined in the constitution of the country.

The executive brings and executes the plan but the responsibility needs to be checked by the judiciary if at all any fundamental right or any part of the constitution that is violated while implementing the plan. The officers are imparted rigorous training about their system of governance and more particularly the constitution which is the supreme law of the land. We cannot compete in the world economies if the level of competence of executive goes down or become inefficient. The state public service commissions and the Union Public Service Commission has all its responsibilities to pick the potential candidate from the public and trained him or her for the service delivery for the nation. As a nationalist the responsibility of these two wings of the government are of prime importance because the country is in die hard need of development without destruction.
