The developmental needs of India were focused in an institutional form since the inception of Planning Commission in 1951. These development needs were looked at and tried to be filled in the least possible time. Developmental needs like housing, food security, clothing, education, infrastructure, employment among others were fulfilled by the consumption of available resources by the government. All developmental plans were entrusted in different manner to look after the needs of the public be it the growth in GDP, per capita income among other economic variables.

The government looked at the growth trajectory of the country by the involvement of centrally administered and positioned government officials in the body so called Planning Commission. The group of Indian economy was affected by the international events that include the Gulf War, Washington Consensus, Beijing Consensus, Santiago Consensus among other events which involved the active involvement of International Monetary Fund, World Bank, World Trade Organization among others.

India considering the global events had to change its economic policy to meet the requirements of the time to meet with the global challenges and domestic needs. In order to meet the global requirements to sort out balance of payment crisis the government had to bring-in structural changes in the economy which affected all sectors of the economy. In order to bring inclusive growth in India and to fulfill the aspirations of public so that the fruits of development reaches to the poor and downtrodden and reaches to last person of the society, the government needs to make its officers more responsible and vigilant so that the developmental trajectory can take next ladder in the course of development.
